C'est une spécificité de Lyon. Au siècle dernier, l'impôt foncier était déclaré sur le nombre de fenêtres en façades. Pour y couper, certains propriétaires ont tout simplement bouché les fenêtres. Moyen efficace, dont Lyon garde encore bien des traces.
